Neighborhood routes are a separate question. Community Patrol in a new area starts when enough homes enroll, or sooner if patrols are already operating there. This index does not claim a live route on any single block.
Licensing follows the state, not the page title.
In New York, security guards register with the Department of State. The Division of Criminal Justice Services oversees the required training schools. Armed guards also need a New York pistol license and the armed-guard coursework DCJS describes.
In New Jersey, security officers register under the Security Officer Registration Act through the New Jersey State Police. A New York registration does not transfer. Fire-watch rules are local too: FDNY certificates in New York City, and the Nassau County Fire Commission sheet when that office orders a watch on Long Island.
