A security officer is not the building’s fire guard unless the certificate matches.
New York security guards register with the Department of State. That registration lets the officer work as a security guard. It does not, by itself, make the officer an FDNY fire guard. If a required sprinkler, standpipe, or alarm is out of service, NYC Fire Code section 901.7.2.2 applies in Manhattan the same way it applies in the other boroughs. After the initial four-hour window, and immediately when the affected area is over 50,000 square feet, the watch is an F-01 fire guard, patrolling at least hourly.
Hot work in the building is a second conversation. Torch operations at the locations FDNY lists need an F-60 fire guard, and Chapter 26 keeps a watch during the work and for at least 30 minutes after. A lobby officer watching the front door is not that post.
